Asbestos Support for Property Sales in Jersey

Jersey property sale support

Keep asbestos from becoming a last-minute problem in your property sale

Practical asbestos support for sellers, buyers and estate agents in Jersey.

A building survey that refers to “presumed asbestos”, “possible asbestos-containing materials” or recommends further investigation can introduce uncertainty at exactly the wrong point in a property transaction.

Jersey Asbestos Limited can help both sides establish the facts early, explain the findings and put realistic costs against any encapsulation or removal that may be required.

Replace uncertainty with evidence before asbestos causes unnecessary delay, concern or renegotiation.

When a survey raises a question

Has a building survey mentioned possible asbestos?

General building surveys can identify obvious materials that may contain asbestos, but they are not asbestos surveys and are not designed to identify every potential asbestos-containing material within a property.

A comment such as “presumed asbestos – specialist advice recommended” can leave both buyer and seller with unanswered questions.

What is it?

Confirm whether a suspect material actually contains asbestos and identify where else it may be present.

What needs doing?

Understand its condition, whether it can remain safely in place and whether planned work could disturb it.

What will it cost?

Establish realistic encapsulation or removal costs before uncertainty delays or destabilises the sale.

We can step in at that point — or preferably before it becomes an issue — and give the parties clear, specialist information.

For sellers

Identify asbestos before the buyer does

Dealing with potential asbestos proactively can help prevent it becoming an unexpected issue later in the transaction. The right level of inspection depends on the property and how much information the seller wants before marketing.

Pre-Sale Asbestos Walkthrough

A visual walkthrough of accessible areas, specifically looking for materials and locations commonly associated with asbestos.

This is not a formal asbestos survey and does not involve opening up the building fabric, but it can identify obvious or suspected materials that may warrant further investigation or sampling.

Asbestos Management Survey

A more comprehensive survey to identify, as far as reasonably practicable, accessible asbestos-containing materials and assess their condition.

Sampling and minor disturbance may be required, with the scope agreed beforehand to minimise unnecessary disturbance to finished areas.

Make the facts available early

Put the asbestos information into the sale pack

Rather than waiting for a buyer’s building survey to raise questions, the seller can make the asbestos report available alongside the other property documentation.

Prospective purchasers can see what has been identified, where it is located, its condition, whether it can safely remain in place, any recommended action and the implications for future maintenance or refurbishment.

It turns a vague “there may be asbestos” into documented information that can be considered properly by the buyer.

A clearer position for everyone

  • Confirmed materials and locations
  • Condition and practical risk explained
  • Management or remediation options
  • Known implications for planned work
  • Evidence ready for the sales pack

Cost certainty

Turn removal from an unknown cost into a known figure

Depending on the material and circumstances, the proportionate response may be leaving it safely in place, encapsulation, ongoing management, non-licensed removal or licensed asbestos removal by an appropriately licensed contractor.

Where appropriate, we can provide or help obtain a quotation based on the confirmed material and scope. The seller can then deal with the asbestos before completion or make the report and cost information available to the purchaser.

Reduce the scope for last-minute renegotiation

If asbestos is discovered late, it can become an open-ended negotiating point. By identifying the material and establishing any remediation cost in advance, the seller is in a much stronger position to demonstrate that the issue has already been investigated and quantified.

Identify it. Understand it. Price it. Deal with it before it can unnecessarily disrupt the sale.

Seller support

For buyers

A building survey is not an asbestos survey

Building surveyors assess the general condition of a property, but a conventional building survey is not designed to locate every asbestos-containing material. If you are buying an older property, Jersey Asbestos can undertake an asbestos-focused inspection specifically looking at the building from an asbestos perspective.

Pre-Purchase Asbestos Walkthrough

We look for accessible materials and construction details commonly associated with asbestos, including items that may not have been highlighted in the general building survey.

With the owner’s permission, representative samples can be analysed by a UKAS-accredited laboratory.

Understand costs before you commit

Finding asbestos does not automatically mean it needs to be removed. We explain what it is, where it is, its condition, whether it can remain, whether future plans will disturb it and what appropriate action is likely to cost.

What we look for

An asbestos-focused view of the property

Depending on the property, a walkthrough may consider materials associated with:

  • Ceilings and textured coatings
  • Wall and ceiling boards
  • Service ducts and risers
  • Boiler and heating installations
  • Floor tiles and flooring
  • Soffits and external panels
  • Pipework and insulation
  • Garages and outbuildings
  • Electrical equipment and panels
  • Previous alterations or refurbishment
Any inspection or sampling is subject to the owner’s permission and the agreed scope.

Planning work after completion?

Refurbishment needs a different survey

A visual walkthrough or management survey is not a substitute for a Refurbishment & Demolition Survey where intrusive work is planned.

If you intend to replace a kitchen or bathroom, alter walls, remove ceilings or floors, install new services, extend or carry out a major renovation, the areas to be disturbed need an appropriately scoped, intrusive asbestos investigation.

Tell us what work is planned

A Refurbishment & Demolition Survey is targeted specifically at the areas that will be disturbed and is considerably more intrusive than a pre-purchase walkthrough or management survey.

For estate and letting agents

One asbestos contact for either side of the transaction

Estate agents do not need to become asbestos experts. If an asbestos question arises, simply introduce the buyer or seller to Jersey Asbestos Limited and we can deal directly with them.

Sellers

Identify potential asbestos before or during marketing, provide survey information for the sale documentation and establish the cost of recommended remediation.

Buyers

Provide asbestos-focused pre-purchase advice, investigate concerns raised by a building survey and help establish potential future costs.

Both parties

Explain findings in straightforward language and distinguish between materials that require action and those that can safely remain managed in place.

Our aim is not to alarm either party. It is to turn an uncertain asbestos issue into clear information that allows the transaction to continue on an informed basis.

Frequently asked questions

Common property-sale asbestos questions

Does finding asbestos mean a property is unsafe?

No. Risk depends on the material, its condition, location and likelihood of disturbance. Many asbestos-containing materials can remain safely managed in place.

Will a normal building survey identify all asbestos?

No general building survey should be treated as a comprehensive asbestos survey. Asbestos identification requires a specifically scoped inspection and, where confirmation is needed, representative sampling and laboratory analysis.

Can a seller arrange an asbestos survey before marketing?

Yes. A seller can commission an appropriate inspection or survey and make the information available as part of the property documentation.

Can Jersey Asbestos inspect a property for a buyer?

Yes. We can undertake an asbestos-focused pre-purchase walkthrough and advise whether suspect materials warrant sampling or further investigation, subject to the owner’s permission and the agreed scope.

Can the seller get a removal quotation before the property is sold?

Yes. Once the material and scope are known, we can help establish realistic costs for encapsulation or removal.

Is a walkthrough the same as an asbestos survey?

No. A walkthrough is a deliberately limited visual advisory inspection of accessible areas. Where greater certainty is required, we can recommend a formal survey or targeted sampling.

What if the buyer plans major refurbishment?

Tell us what work is planned. A more intrusive Refurbishment & Demolition Survey will normally be required for the parts of the building that the proposed work will disturb.
