Jersey Asbestos provides planned non-licensed asbestos removal where the material, its condition and the proposed method of work allow it. We assess the job, explain what category it falls into and give you a clear route forward.
Non-licensed does not mean risk-free
Some asbestos work does not require an asbestos-removal licence, but it still has to be properly assessed, planned and controlled. The correct category cannot be decided from a material name alone.
We consider the asbestos-containing material, its condition, how firmly the fibres are bound, the work method, likely fibre release, duration and the people or areas that could be affected. If the work is outside the non-licensed category, we will say so before work begins.
This gives homeowners, landlords, property managers and contractors a safer alternative to guessing—and a practical scope and cost for the work.
Common lower-fibre-release materials and tasks
The examples below may be suitable for non-licensed removal, but only after assessment of the actual material, condition and work method. They are not an automatic classification.
Asbestos cement products
Roof sheets, wall panels, gutters, downpipes and similar cement products where their condition and the proposed method permit controlled removal.
Flooring and bitumen products
Certain asbestos-containing floor tiles, bitumen adhesives and firmly bound products, assessed in the context of the planned work.
Textured coatings
Some decorative textured coatings and associated small works, where the substrate, extent and removal method have been properly considered.
Planned small removals
Defined removals linked to maintenance or refurbishment, subject to suitable asbestos information and a task-specific risk assessment.
A controlled route from information to completion
Review
We review your survey, sample result, photographs and the intended work.
Assess
We inspect where necessary and decide whether the proposed work is non-licensed or needs another route.
Plan
We define the scope, controls, work method, access, protection and waste arrangements.
Remove
Trained personnel carry out the work carefully, controlling spread and cleaning the work area.
Record
We confirm completion and provide the relevant documentation for the work and waste route.
When licensed asbestos removal may be required
Higher-risk work needs a different route
- Work with asbestos insulation and asbestos insulation board is generally subject to Jersey’s licensing rules.
- Sprayed coatings and other materials or methods with greater fibre-release potential require particular care.
- Short-duration or other exceptions are technical tests—not a shortcut around risk assessment and controls.

One clear plan before work begins
A management survey is designed around normal occupation and maintenance. Intrusive refurbishment or demolition work usually needs a survey targeted to the areas that will be disturbed. Sampling alone confirms whether a particular material contains asbestos; it does not automatically define the whole work scope.

Jersey’s Approved Code of Practice 8 covers exposure to asbestos in the workplace and includes both licensed and non-licensed work. ACoP 14 provides the wider management framework; it does not replace the asbestos-specific requirements in ACoP 8.

What makes asbestos removal non-licensed in Jersey?
The decision depends on the material, its condition, the proposed method, duration and likely fibre release. It must be assessed before work begins. Non-licensed work is still asbestos work and still requires suitable planning and controls.
Can asbestos cement be removed without a licence?
Asbestos cement work is often outside the licensing requirement, but that does not make every asbestos-cement job automatically suitable. Condition, access, breakage, the work method and the overall risk still need to be assessed.
Do I need an asbestos survey before removal?
You need reliable information identifying the material and defining the areas affected. An existing suitable survey or sample result may be enough for an initial review; otherwise we can inspect, sample or recommend the right survey.
Can you quote from an existing survey and photographs?
Yes. Send the report, clear photographs, the property address and details of the work. We may still need a site visit before confirming a final scope and quotation.
What happens if the work needs a licensed contractor?
We will explain why the job needs a different route and can help you obtain suitable licensed-removal quotations or coordinate the information needed to progress it.
Can you help during a property purchase or sale?
