A practical framework for managing asbestos

The purpose of an asbestos management plan is to provide a comprehensive framework for managing asbestos within the premises.

A management plan explains individual responsibilities and the actions that will be taken to minimise the risk of exposure to airborne asbestos for employees, contractors, visitors and other people who may be affected.

A living document

The plan should be used, communicated and reviewed. It is not simply a survey report filed away after completion.

What an asbestos management plan should address

  • Identify the location, type and condition of known or presumed ACMs.
  • Presume materials contain asbestos unless there is strong evidence to suggest otherwise.
  • Make and keep an up-to-date record of the location and condition of identified and presumed ACMs.
  • Assess the risk from the materials.
  • Set out in detail how the risks will be managed.
  • Take the steps necessary to put the plan into action.
  • Provide information and appropriate awareness training to anyone likely to work on or disturb the materials.
  • Monitor ACMs that remain in place and review their condition.
  • Plan for materials in poor condition or liable to disturbance to be repaired, sealed, encapsulated or removed as appropriate.
  • Include arrangements for both planned work and unplanned disturbance.
  • Prevent ACMs from being used or reused in new build or refurbishment work.

Putting the plan into action

Where asbestos-containing materials are in good condition and unlikely to be disturbed, no immediate remedial action may be required beyond recording their location, communicating the information and arranging suitable inspections.

Materials in poor condition or likely to be disturbed during other works may need repair, sealing, encapsulation or removal. Work should only be carried out by suitably competent personnel and, where the Asbestos-Licensing (Jersey) Regulations 2008 apply, an appropriately licensed contractor.

Asbestos waste must be packaged, transported and disposed of through authorised routes in accordance with applicable Jersey requirements.

Is a survey the same as a management plan?

No. The survey provides the information. The management plan records responsibilities, priorities, controls, communication arrangements and how the information will be kept up to date.

When should the plan be reviewed?

It should be reviewed regularly and whenever the condition of a material, use of the premises, planned work or relevant information changes.
