Jersey Asbestos Limited uses UKAS-accredited analytical companies to provide background monitoring, reassurance monitoring, leak monitoring, personal monitoring where appropriate, and four-stage clearance testing with certificates of reoccupation.
The correct type and timing of monitoring depends on the work, the material involved, the enclosure or work area and the information needed.
Why monitoring matters
Air testing provides measured information about airborne fibre concentrations. It can support planned asbestos work, investigate concerns and provide independent evidence before an area is returned to normal use.
Monitoring and analytical services
- Background monitoring: establishes airborne fibre levels before work or for comparison.
- Reassurance monitoring: provides information following an incident, concern or controlled activity.
- Leak monitoring: checks areas outside an enclosure during asbestos removal work.
- Personal monitoring: measures exposure associated with a person’s work where required.
- Four-stage clearance: an independent assessment following relevant asbestos removal work, culminating in a certificate of reoccupation when the required stages are satisfied.
Clearance is more than an air test
A four-stage clearance involves defined checks of the work area and enclosure, a thorough visual inspection, air monitoring and a final assessment after the enclosure has been dismantled. Each stage must be satisfactory before progressing.

Jersey legal framework
Asbestos duties in Jersey sit within the Health and Safety at Work (Jersey) Law 1989 and the asbestos-specific Management of Exposure to Asbestos in Workplace Buildings and Structures: ACoP 8 (revised 2020). The Management of Health and Safety at Work: ACoP 14 provides wider risk-management guidance and operates alongside ACoP 8; it does not replace the asbestos-specific code. The Asbestos-Licensing (Jersey) Regulations 2008 apply to work with specified higher-risk asbestos materials.
